Purpose

The purpose of this section is to define participant progression stages within the First Condo Program and establish the meaning of Ownership Winner status.

The First Condo Program utilizes a staged progression model.

Not every applicant becomes a Qualified Candidate.

Not every Qualified Candidate is placed within the Ownership Registry.

Not every Registry Participant is selected for an ownership opportunity.

Not every selected participant completes closing.

Not every selected participant becomes an Ownership Winner.

Each stage represents a distinct step within the program and should not be confused with later stages.

Participant Progression Model

Participants may progress through some or all of the following stages:

Ownership Registry Participant

Participation within an ownership opportunity remains subject to all applicable requirements and approvals.

Closing Participant Definition

A Closing Participant is an Ownership Opportunity Participant who has progressed to the closing stage of a specific ownership opportunity.

Closing preparation does not guarantee successful closing.

Closing preparation does not guarantee ownership transfer.

Ownership Winner Definition

An Ownership Winner is a participant who has successfully completed all required stages associated with a specific ownership opportunity and has successfully completed legal ownership transfer following closing.

Ownership Winner status is only achieved after:

• Mortgage Requirements where applicable

• Legal Requirements

Ownership Winner status is not achieved through:

• Application
